Sir: The Department has received your No. 71, of August 23, 1912, transmitting correspondence regarding the peace proposals of General Mena, the violation by the rebels of the armistice arranged by the Salvadoran Minister, and the protests of the Diplomatic Corps and the Consular officers in Managua against the bombardment of the city by Generals Mena and Zeledón.

Your action in endeavoring to assist in reaching a peaceful solution of the conflict between the Government and General Mena, and in taking the wise measures adopted by you for the defense of American and other interests after hostilities were resumed, is approved by the Department.
