Some 2,000 Chinese at Cananea are likely to be attacked at any moment. Chinese Chargé d’Affaires requests me to instruct our consular agent there to afford protection. I told him that I could not act without instruction. Will the Department instruct the consular agent and advise me in the sense of its instruction?
