The American Consul to the Commodore.
Vera Cruz, October 20, 1912.
I am advised by your note of yesterday that the Federal Government has ordered the closing of the port of Vera Cruz. I take the liberty to make it known that this is the first notice of the fact which I have received.
I also note the action which you took, without the knowledge of this Consulate, in reference to the entrance of the merchant steamer Seguranza.
I have ordered a copy of the before-mentioned communication sent to the Department of State of the Government of the United States, to the Ambassador of the same country in Mexico, and to the captain of the Seguranza.
