Sir: With reference to the Departments telegraphic instruction of October 4, 1 p.m., relative to the passage of Mexican Federal troops across United States territory, I have the honor to transmit herewith a copy of a memorandum prepared by Mr. O’Shaughnessy, of the Embassy, reporting his interview with the Minister for Foreign Affairs relative to the matter.

Memorandum regarding the passage of troops through the territory of the United States.

Pursuant to the Ambassador’s verbal instructions, Mr. O’Shaughnessy gave to the Minister for Foreign Affairs a paraphrase of the Department’s telegram of October 4, 1 p.m., regarding the passage of troops through the territory of the United States.

Mr. Lascurain read the paraphrase with great interest, and said that the Mexican Government would be only too glad to accept the courtesy of the United States and of the Governor of Texas, but that other arrangements for the transportation of troops had already been made by the War Department.

He requested Mr. O’Shaughnessy to thank the Ambassador for his friendly action in the matter, and to assure him of the Mexican Government’s appreciation thereof. He noted the optional clause in the end of the telegram.
