This Department’s telegram of the 8th instant. The Governor of Texas has been informed that the Mexican troops in question are to be used for general hostilities in the State of Chihuahua and has accordingly seen fit to withdraw his consent to their passage over Texan territory, and has so informed this Department. I must consequently cancel my request that your Department render assistance in the matter and say instead that I will appreciate it if you will promptly cancel any orders that have already been given and see that nothing further is done.
