Your February 25, 7 p.m. I learn at the Foreign Office that orders have been sent to the commander of the forces at Ciudad Juárez to engage the revolutionary forces at a point about 13 miles distant from the city, and under no circumstances to make a resistance in Ciudad Juárez. These instructions have also been communicated to the Mexican consul at El Paso.
