Consul, Vera Cruz, telegraphs October 21, 10 a.m., that Federal commander Beltrán has given notice that he will endeavor to regain possession of Vera Cruz by force of arms within 24 hours from the receipt of his message by the consul. Reiterate to the Mexican Government the hope expressed in the Department’s October 18, 2 p.m., that no fighting which would endanger American life and property will take place. Consul has been instructed to confer with commander of Des Moines and his colleagues and to take all necessary precautions.
