Department’s October 19, 5 p.m. I have found no excitement concerning arrival of Des Moines except on the part of administration, and I so informed Minister for Foreign Affairs just now. He declared that the Government had no objection to the arrival of the vessel now, but that there had been fears as to the effect which its arrival would have at the outbreak of uprising at Vera Cruz.
