Mexican Government is most vague and unsatisfactory with reference to conditions in Sonora. I doubt its ability to dominate situation in Sonora. I shall, however, make renewed efforts to-day. Capt. Burnside greatly doubts ability of the Mexican Government to send a force of any degree of efficiency except from the immediate command of Gen. Huerta in Chihuahua.
