In the States of Morelos, Mexico, Puebla, Oaxaca, Michoacán and Guerrero conditions are as bad as at any time during the two revolutions, if not worse; disorders becoming more general; violence of the most barbarous character daily occurring. The Government, apparently incompetent to meet the situation, is losing what little prestige it gained from victories in the north. I urge the most rigid precautions relative to the State of Sonora where the Chihuahua barbarities will doubtless be repeated in worse forms and on a larger scale.
