In accordance with your July 29, 4 p.m., I have forwarded your July 28, midnight, to the Consul at Chihuahua, and added following:
The Department subsequently instructed the Embassy to instruct you to do all you can to alleviate conditions and to send Department your recommendations as soon as possible. The authority lodged in you hereby should be used [Page 824] without hesitation if conditions exist with you similar to those reported by Consul Edwards. When and where necessary act on Department’s March 2, 2 p.m.
