The American Consul at Chihuahua to the Secretary of State.

[Telegram.—Extract.—Paraphrase.]

A proclamation addressed jointly to the Mexican and American Governments has been prepared for publication by the rebel authorities, calling attention to the aid given by the American Government to the Mexican, and declaring that the continuance of such acts will [Page 813] make it impossible to protect Americans, however much the leaders may wish to do so. This threat is so bold and insolent that it seems hardly safe for Americans to remain within rebel jurisdiction any longer; to do so would practically invite to acts of violence. I suggest demanding trains and safe conduct for Americans, and such other foreigners as may care to go, to the American border.
