The Embassy is constantly receiving urgent appeals from American citizens who, on account of the widespread disturbances and business depression, have lost all their property through no fault of their own. In many cases they are unable to remain longer in the interior. Are there any funds, Red Cross or other, which could be [Page 809] placed at the disposal of the Embassy to be used with the greatest discretion and only after thorough investigation of each case for temporary relief of such persons and for returning them to the United States?
