Department’s April 24, 11 a.m. Minister this morning stated his utmost good disposition in the matter, but that he was suffering from a lack of cooperation in matters affecting his Department and from antiquated methods of dispatching public business. I believe that the Minister is sincere in his expressions, but I believe that a spirit of obstruction exists in the War Department and perhaps elsewhere.

The exact language of the Department’s telegram was read to him but no memorandum was asked for or left, nor shall I treat the matter formally unless otherwise instructed.
