Mexico, April 25, 1912—3 p.m.
Department’s April 24, 11 a.m. Minister this morning stated his utmost good disposition in the matter, but that he was suffering from a lack of cooperation in matters affecting his Department and from antiquated methods of dispatching public business. I believe that the Minister is sincere in his expressions, but I believe that a spirit of obstruction exists in the War Department and perhaps elsewhere.
