As delegate from General Pascual Orozco, commander in chief of the Mexican revolutionary army, I beg to convey to you the respects of General Orozco. Should the United States Government see fit to honor General Orozco with any communication I, as his representative, with full powers, am instructed to receive such communication and to make known to you my place of residence in this country. I shall be honored to present to your excellency my personal respects and credentials whenever your Government feels so disposed.
