With reference to the note of this Embassy No. 1229 of 30th March,¹ your note 155, 6th April,¹ and further correspondence relative to the exportation to Mexico of war materials detained at Marfa, Texas, I have the honor to inform you that the Consul of Mexico at El Paso has informed me that Marshal Nolte, who is detaining said materials, says permission of the Department of Justice is required in order to release said materials. Therefore I request that you be pleased to direct what is necessary.
