Is this matter now in the hands of the Governor, or must it be referred to the Central Government? If the former, immediately make arrangements for the entry of 100 rifles and 20,000 rounds of ammunition for the Richardson Construction Co. and of a shipment not to exceed 300 rifles and 30,000 rounds of ammunition which the War Department is sending to you for distribution to Americans in the Yaqui region other than those who will be provided for by Richardson Construction Co., and to Americans in the vicinity of Los Mochis in case they can be reached.
