Arms, ammunition, as per your April 9, 5 p.m. I am informed that the matter of importation of arms for Guadalajara, Guaymas, and Tampico has been referred by Foreign Office to the governors of Jalisco, Sonora, and Tamaulipas, respectively, whether for the purpose of delaying action or with a view toward ultimate refusal of requests for entry or in good faith the Embassy can not now determine. Consuls at Guadalajara, Hermosillo, and Tampico instructed to make representations directly to the governors.

Large American emigration during the last few days. The committee of the American colony consequently has more guns than it can dispose of. Consul at Guadalajara advised he can have 150 rifles, with 250 rounds of ammunition each, by paying the duties and price.
