You will communicate the Department’s telegram sent you April 14, 3 p.m., to the Consulates General at Mexico City and Monterey for repetition, merely for their information, to all consular officers under their respective supervisions. Add that the Consults at Chihuahua and Juárez have already been informed, and the former was further instructed as follows [see telegram April 14, 1912, 3 p.m., supra.].
