Reported Haberiline,1 American, arrested for attempting leave Jimenez contrary orders rebel commander last Friday. Still incarcerated incommunicado. Contrary statement newspapers; no appeal received from prisoner this office and, inferring refusal permission on the part of rebels, I wrote Orozco to-day urgently requesting immediate statement, but communication apparently ignored. Rebels all sullen because of accepted belief partiality of United States for established Government.

Rebel chiefs issued manifesto yesterday repudiating Vásquez Gómez entirely.

Orozco has taken no action repudiating Gonzalo Enrile’s letter abusive of the United States, addressed to the President, reprinted and circulated here. But he repudiates the likewise abusive manifesto circulated at the same time.
