The Government seems under the impression that we are not considering Mexico as a civilized nation, which view, however, erroneous, will be dissipated by accepting their program in regard to duty on shipment of arms, which, as far as I can see, involves no principle. Therefore it has this evening been agreed that the consignment of arms and 250,000 rounds of ammunition should be admitted subject to duties, which will be paid by American colony; that the bill of lading should be assigned to a committee of the American colony named by me to receive and distribute the arms; and that I shall direct the return of the remaining ammunition to consignor at New York City.
