Department’s March 24, 7 p.m.; Embassy’s March 25, 10 p.m. Conference between American mine owners and Minister of Hacienda last night, It was agreed that Mexican Government would make [Page 762] every effort to bring out under Federal escort the supply of dynamite now at Dinamita (the Government factory, about 40 miles north of Torreón), and ship it south. This supply would satisfy the demands of northern Mexico for about two months. There are also ten carloads of dynamite consigned to the Mexican Dynamite Co. against which no governmental prohibition exists. It is en route, via Laredo, from Wilmington, Del and California. These can be safely permitted to cross our frontier. If Dinamita stores can not be shipped south, Government will admit dynamite properly consigned at any port.
