Referring to your March 22, 12 noon, and March 22, 6 p.m. War Department despatching, via Ward Line steamer sailing New York 28th, arriving Vera Cruz on or about April 5, 1,000 Krag Jorgensen rifles, 1,000,000 cartridges, 1,000 field-service belts. Although consigned to you they are invoiced to the military attaché, whom the War Department’s Bureau of Ordnance desires to act as disbursing officer.
