[Telegram—Paraphrase.]

Referring to legation’s telegram of October 15, Mr. Adee says the department awaits report of the legation on the Changsha claims, the only detailed report that has been received being a carbon copy of dispatch of June 29, 1910, from the consul general at Hankow to the legation. Mr. Adee says if this dispatch submits all claims, and if the legation approves them and has so reported to the department, he may instruct the consul general at Hankow to negotiate a settlement accordingly and to advise the Wai-wu-Pu in this sense.
