The Secretary of State to the Chinese Minister.
Washington, March 12, 1910.
Sir: I have the honor to acknowledge the receipt of your note of the 8th instant informing me that His Imperial Highness Prince Tsai-t’ao, brother of His Imperial Highness the Prince Regent of China, will visit the United States in April of this year on a tour for the purpose of studying military systems abroad; that his stay in the United States will be brief, and that any courtesies and facilities which the Government of the United States may be able to extend to him so as to render successful his mission to this country will be highly appreciated by the Imperial Chinese Government.
In reply I have the honor to say that the American Government learns with much pleasure of the contemplated visit of Prince Tsai-t’ao, and trusts that his imperial highness will consent to be its guest during his stay in this city. In addition to the usual customs courtesies which will be extended to him on his arrival, the President will appoint an officer of the United States Army to receive his imperial highness at San Francisco, who will accompany him to Washington, where he will be received with all the honor and courtesy due to his exalted rank. I venture to hope that his imperial highness will find his visit to the United States a most agreeable one.
A copy of your note has been sent to the Secretary of War, who will undoubtedly make all necessary arrangements to facilitate the inquiries which the prince may desire to make regarding the military system of the United States.
