The Secretary of State to Ambassador Hill.

Sir: The department acknowledges your dispatch of the 21st ultimo, in which you inclosed in duplicate a translation of a note received on that date from the German foreign office relative to the proposed opium conference, stating that the German Government is glad to accept the suggestion of the United States in the matter of the conference, and in common with other Governments of the powers who took part in the International Opium Commission [Page 303] at Shanghai, to send full-powered delegates to a conference, in order to reach an international agreement based on the findings of the above-mentioned commission, and that the program submitted by the United States as a basis for a previous exchange of opinion, will be taken into consideration by the German Government.
