Sir: I have the honor, respectfully referring to my No. 407 of the 11th instant, to inclose herewith clipping¹ from the Financial Times of London, England, November 26, 1908, which is an account of the meeting of the English bondholders of the Guayaquil & Quito Railway, at which the contract of September 30, 1908, between the Government of Ecuador, the American stockholders, and the English bondholders of the railway was duly ratified.
