Sir: Referring to your Nos. 563, of March 20, and 571, of March 27 last, in regard to the extradition of Horace G. McKinley from China, I inclose the evidence in the case and the record of his indictment and conviction in the United States district court for the district of Oregon, both duly certified; also copy of a photograph of the fugitive.1
You will take the proper steps to obtain the provisional arrest and detention of McKinley with a view to his extradition for conspiracy to defraud.
You will telegraph the department upon receipt of information that the fugitive has been arrested.
