Sir: I have the honor to transmit a letter or petition addressed by several Chinese merchants in good standing in this community to the Chinese minister to the United States on the subject of the recent rigorous application of the exclusion laws of this Republic to the Chinese race.

I shall report fully to the department upon this subject by the next mail.

The action taken by the Chinese in this matter has been by my advice.
