(Mr. Wilson reports, in reply to the Department’s telegram of March 8, that the Japanese Government is unwilling to have consul-general [Page 1034] at Seoul styled in addition agent, on the ground that under the agreement between Japan and Korea all diplomatic business concerning Korea is to be transacted at Tokyo, and the resident-general will treat in regard to such foreign matters only as come within the scope of consular functions.)
