In view of protracted delay in Sanguily case, of disregard of petition preferred by him on suggestion of authorities that it will secure [Page 776] his release, and of acquittal of Gerardo Portela, jointly accused with him of kidnapping, the Department feels compelled to demand his immediate trial or release.
