Excellency: I have the honor to inclose for your information copy of a note1 addressed by me to the German ambassador at this capital, of to-day’s date, in relation to the conduct of Mr. Schmidt, president of the municipal council in Samoa, and to request that Her Majesty’s Government will have the kindness to issue to its consular representative at Apia instructions as it may think the situation demands, with a view to conciliatory and proper action in all such cases in the future, and in the sense of those I have requested of the German Government.
