Translated letters found on Mooradian mark him as a revolutionary emissary. No evidence of his armed resistance to the Turkish Government on Turkish soil. I demanded his instant release on the ground that his imprisonment was unauthorized. He is surrendered to me to be kept from correspondence until I can send him out of Turkey.
