Sir: I hasten to acknowledge the receipt of your note of yesterday’s date in relation to the information received by Lord Salisbury to the effect that the consular officer of the United States at St. Pierre had [Page 811] instigated breaches of the Newfoundland bait laws, by which you are good enough to inform me that you have received a telegram from the officer referred to denying such charge, and stating his advice to American fishing vessels to comply faithfully with the local laws.

In thanking you for this information, which I have not failed to transmit to the Marquis of Salisbury by telegraph,
