Sir: With reference to the case of certain American vessels in distress at Halifax I have the honor to inform you that the Marquis of [Page 780] Salisbury has telegraphed to me to the effect that permission has been granted to land part of their perishable cargo in order to operate bona fide repairs, but without prejudice to the question of right.
