Sir: * * * I take this occasion to communicate, in connection with the note addressed to you on the 28th ultimo, the following terms of a telegram from the Treasury Department on the 29th ultimo, to the collector of customs, New Orleans, viz:

You will give United States attorney and officers acting under his direction, all aid that may he legally given to prevent the shipment of arms by bark Adelina or other vessel in expedition against Cuba in violation of neutrality laws.
