Mr. Cadwalader to Sir Edward Thornton.

Sir: Referring to your note of the 21st of April last, relating to an arrangement proposed by the lords commissioners of the admiralty, governing the interchange of visits by the officers of the naval vessels belonging to the maritime powers, a copy of which was promptly submitted for the consideration of the Secretary of the Navy, I have now the honor to inform you that a letter dated the 17th instant has been received from the Acting Secretary of the Navy, in which it is stated that the proposition has the full concurrence of the Navy Department, and that it will be embodied in a new edition of Regulations for the United States Navy, which is now in course of preparation.
