Mr. Fish to General Sickles.

The authorities at Santiago refused to allow our vice-consul to telegraph consul at Kingston for information respecting the sailing of the Virginius, and which might tend to relieve the persons on board, and captain-general returned a curt refusal to consul-general at Havana, who, under instructions from this Department, interposed, in behalf of any American citizens who might have been captured, a claim to the protection guaranteed by the treaty of 1795.
I sent you two telegrams on the 12th. Did you receive both?
