My Dear Governor: * * * * * *

As you will learn from the accompanying despatch, the missing document from the State Department arrived all right to-day. I cannot imagine where or how it has been delayed. I will act forthwith upon the instructions in regard to St. Marie. He is willing and anxious to go to the United States, and can get his release from the Pontifical zouaves by paying fifty dollars or so. I should judge that his parole evidence would be much more desirable than any certified statement. He would expect to have his expenses paid, and some compensation made for his time.
