Sir: I have the honor to acknowledge the receipt of your note of the 23d instant, transmitting copies of a notification issued by her Majesty’s government prohibiting any ship-of-war belonging to either of the belligerent powers in North America being dismantled or sold in any of her Maiesty’s ports, and to inform you, in reply, that a copy of the notification has been communicated to the Secretary of the Navy.
