Mr. Burnley to Mr. Seward.
Sir: Lord Lyons in his note of the 15 th June had the honor of addressing you on the subject of the nefarious practices resorted to by unscrupulous persons in seducing youths from their homes in Canada, and inducing them to enlist in the United States army. His lordship’s note called attention to the observations made on this subject by her Majesty’s consul at Buffalo in the latter part of his despatch, which formed the enclosure of the above-mentioned note, and suggested for your consideration whether the United States government should not take some measure to discountenance and frustrate the illegal and improper practices alluded to.
I need hardly say that this is a subject which engages largely the attention of the governor general of Canada and her Majesty’s government, and I am convinced that any measures which the government of the United States might adopt towards helping to frustrate such practices would prove most acceptable both to the Canadian authorities and to her Majesty’s government.
