My Lord: With reference to your note of the 18th instant, regarding the course pursued by the military authorities at Memphis towards foreigners residing [Page 621] there, I have the honor to state, that the Secretary of War, in a letter of the 25th instant, informed this department that the matter had been referred to the general commanding at Memphis for report, which when received will be communicated to you.
