Dear Foster: T. F. Tsiang told me today that Chiang Kai-shek had received “several” communications from President Eisenhower requesting him to return the ship Tuapse.1
He also said that “several Americans” in Taipeh had urged Chiang Kai-shek very strongly to disregard President Eisenhower’s messages and to retain the vessel.
When I asked him whether these were official Americans or not, he said that he thought they were not from the American Embassy. But he inferred that they might be connected with CIA.
I felt you should know this.2
