(4) Additional Requirements. From the beginning of the negotiations regarding the German Surrender Instrument3 it was realized that the Allies needed to agree on a wide range of joint action in the political and economic sphere, going beyond the military requirements laid down in the Instrument of Surrender. After preliminary discussions in late 1944 and early 1945, the Commission, during May and June 1945, worked out a draft Agreement on Additional Requirements to be imposed on Germany. This Agreement, which covers a wide range of matters of common concern to the Allies, including joint control of German production, trade and finance, is ready for submission to the four Governments, except for approval of a single paragraph.
