My Dear Mr. Under Secretary, With reference to my letter of May 29th,1 Mr. Eden has asked me to tell you that in view of Marshal Stalin’s message about surrendered German naval and merchant ships,2 His Majesty’s Government propose the addition of the following item to Section 2 of the Agenda for the forthcoming meeting of Heads of Governments:
“Disposal of German Fleet and Merchant Ships”.3
