SUBJECT: Possible Meeting Between You and Prime Minister Whitlam
It has been suggested informally by State that you meet with Prime Minister Whitlam separately either before or after he calls on the President on the morning of July 30.
I believe that it would not be useful you to do so. It would be a waste of your time and an indication of excessive interest in the Prime Minister, given the present state of our relations with Australia. The President’s meeting with Whitlam will prove an opportunity for us to make clear our attitudes toward the present course of our relations with Australia. In addition, Secretary Rogers is scheduled to meet with Whitlam and to give him a luncheon. This is all the attention Whitlam deserves or requires.
Recommendation:
That you not meet separately with Prime Minister Whitlam during his visit here.
