SUBJECT:
- U.S. Policy Toward Haiti
The President has reviewed the paper on United States Policy Toward Haiti prepared by the NSC/IG for Inter-American Affairs in response to NSSM 70 and the recommendations of the agencies on the issues presented in the paper, and has decided that:
- 1.
- The United States should encourage increased multilateral assistance for economic development in Haiti.
- 2.
- The United States will continue to provide humanitarian assistance to the Haitian people primarily though multilateral and private channels. However, an additional $100,000 of AID funds should be made available to our Embassy in Haiti for small pilot projects in the field of humanitarian assistance as they are developed.
