Washington, January 29, 1974

The President has authorized the Department of State to begin the normalization of relations with Burundi. This normalization should commence with modest allocation of resources in areas such as self-help assistance, population projects, and cultural exchanges, and it should be understood that these steps are predicated on continued evidence that the Government of Burundi is following a national policy of respect for human rights.
