231. Memorandum From the Presidentʼs Assistant for National Security Affairs (Kissinger) to Secretary of State Rogers and Secretary of the Treasury Schultz1 2
SUBJECT:
- IBRD Loan to Burundi
The President has reviewed the Secretary of Stateʼs memorandum of December 1, 1972 concerning an IBRD loan for Burundi. He agrees with the recommendation of the Secretary of State that the United States Executive Director not oppose the loan in the IBRD Executive Board.
However, at the time of the vote, our Executive Director is to issue a strong statement deploring the genocide which occurred in Burundi earlier this year. He is to emphasize that our failure to oppose the loan must in no way be interpreted as approval for the policies of the Burundi Government. The President wishes our Executive Directorʼs statement to be broadly publicized.
