Washington, September 9, 1970.
Mr. President:
In view of the Middle East situation2 this is an ideal time to proceed rapidly with the announcement of resumption of U.S. military assistance to Greece. It will also assist in creating a favorable climate in the event we have to call on Greek cooperation should a contingency occur.
